SEA (Strategic Environmental Assessment)

The Strategic Environmental Assessment (SEA) is a process aimed at integrate environmental considerations into the plans and programs to improve the quality of the overall decision-making.

It was introduced in the European Union by the Directive 2001/42/EC, known as the SEA Directive. At national level it is implemented by Part II of the Legislative Decree no. 3 April 2006, n. 152, as amended and supplemented by Legislative Decree. Jan. 16, 2008, n. 4 and D. Decree 29 June 2010 n. 128.

The environmental assessment of plans and programs “is intended to ensure a high level of protection of the environment and contribute to the integration of environmental considerations into the preparation, adoption and approval of plans and programs, ensuring that they are consistent and that can contribute to conditions for sustainable development “(Art. 4, Legislative Decree 152/2006 and subsequent amendments).

The investigating authority (public administration which processes the plan / program or incorporates, adopts or approves the plan / program prepared by a different public or private entity) starts the Strategic Environmental Assessment, which includes:


  • conducting the project screening;
  • the preparation of the environmental report;
  • the carrying out of consultations;
  • the assessment of the environmental report and the results of the consultations;
  • the decision;
  • the information of the decision;
  • monitoring.

The competent authority is a public authority, which is responsible for the adoption of the screening measure of the project and the development of a reasoned opinion, mandatory measure with their observations and conditions which concludes the assessment phase of the SEA.

The technical staff of TREE Srl supports customers throughout the process of development of environmental assessments of SEA through:

  • The analysis and evaluation of the project to develop and correct identification of the authorization process.
  • The preparation of all project works necessary for the preparation and delivery of requests for authorization to the competent authorities.


The assistance during the approval process and relations with the relevant bodies, including the participation of skilled staff in the preliminary meetings in the conference services, and further opportunities for discussion with the relevant bodies.
